Estimator-Project Manager

Reporting to the President, General Manager, the incumbent is responsible for directing,
planning and controlling the activities of the projects assigned to him/her in order to deliver the projects to
clients according to contractual requirements and in compliance with established deadlines and budgets. He/she
must ensure that contracts are executed in accordance with what was tendered.
Together with the group leader, he/she is responsible for the success and profitability of each of the
projects under his/her responsibility.

Tasks and responsibilities:
Estimation component

Performs a weekly check in the SEAO virtual plan room to
know the projects available and of interest to the organization and analyze them with a view to
submitting a bid.
 Receives requests for bids from clients, analyzes the projects and verifies their
feasibility (requirements, processes, prescribed deadlines) in order to decide whether or not to
submit a bid.
 Analyzes the documents, plans and specifications provided, conducts a site visit if
necessary, conceptualizes the stages of work, identifies the needs in
equipment, tools and materials, etc., the quantities and labor costs
to estimate the actual costs of carrying out the project.
 Conducts, if necessary, a site visit to note the specifications of the project to be
bid and ensures compliance with the rules regarding health and safety at work on
sites
 Takes measurements of quantities and materials on the plans and the needs in
equipment, tools and materials, the quantities and labor costs
 Communicates as needed with certain suppliers and subcontractors to obtain
technical information or make price requests for the design of
bids and, if necessary, negotiates the costs.
 Analyzes the content of bids received from suppliers and subcontractors, verifies their
compliance with the expected requirements of the bid and transposes the final
data into its bids.
 Prepares bids using the applicable tool by integrating the costs of
materials, equipment, tools, labor and other applicable costs (administration and profit
costs). Ensures compliance with the laws and standards in force applicable to its sector and the
standards prescribed by the company (e.g.: sale price, delivery time, etc.) and the deadline
for closing calls for tenders if applicable in the exercise of bids.
 Presents any bid with a value equal to or greater than $500K to the President,
General Manager for validation and final approval before sending to the clients.
 Sends the submission to clients within the prescribed time frame, ensuring that all required
documents are included in the submission.
 Follows up on any submission sent to clients within a maximum of
48 hours aimed at securing the contract and updates the
Submission Tracking Table (registration, acceptance or refusal, reasons for refusal) for analysis
 Keeps the Submission Tracking Table up to date and follows up on any submission
sent to clients within a maximum of 48 hours aimed at securing the
contract.
 Ensures that the price list of suppliers and subcontractors is updated
 Ensures that the client’s Purchase Order is received upon approval of the
submission on their part for the opening of the project.
Project Management Component projects
 Ensures the project is included in the production schedule.
 Submits for approval the technical sheets and other documents required by the
contracting authority.
 Prepares and places purchase orders with subcontractors if applicable and with
suppliers for the purchase of materials and transmits a copy of his/her purchase orders
to accounting for subsequent verification with supplier invoices.
 Releases orders to suppliers at the appropriate time in order to
supply construction sites within the prescribed timeframes.
 Follows up on the status of his/her orders with suppliers in order to ensure
the supply of construction sites within the prescribed timeframes.
 Checks, approves and codifies supplier invoices for his/her projects and transmits them to
accounting.
 Establishes detailed planning and scheduling of projects in order to follow the schedule
for the execution of work.
 Plans and communicates site assignments to group leaders.
 Confirms the start date of work to clients.
 Prepares the group leader’s file containing all the information necessary for the
proper completion of work and ensures constant communication
with them.
 Leads his/her start-up meetings with his/her group leaders to explain the project
and ensure a common understanding of the project to be carried out.
 Attends site meetings to which he/she is summoned.
 Ensures the implementation and compliance with the Health and Safety Prevention Program
at work sites in collaboration with the group leaders.
 Maintains and ensures the quality control process in conjunction with the leaders of
group and ensures compliance with procedures in order to minimize deficiencies in
projects.
 Coordinates requests for site opening and closing (CNESST) with
the administrative assistant.

 Produces, as needed, submissions for all requests for additions or changes
to contracts during the work and ensures transfer to accounting
for invoicing.
 Receives and reviews daily the Site Monitoring Reports from the
group leaders in order to monitor site needs and project progress and
make corrections if necessary.
 Monitors the progress of the work and continuously monitors project costs using
the project monitoring tool and the Progress Reports received to ensure the
expected profitability of each project and make the necessary corrections as
needed.
 Ensures continuous liaison with clients and responds to their requests for information
within the prescribed timeframes to properly support them throughout the project.
 Informs, supports and guides his/her group leaders in carrying out projects on
construction sites.
 Regularly visits construction sites in progress to ensure the quality and compliance
of the work and that the standards and regulations of the CNESST and CCQ are
respected.
 Coordinates the necessary information with the administrative assistant and the accounting clerk
for the production of various administrative documents resulting from the legal obligations of
contracts and invoicing in accordance with the progress of the work.
 Transmits the approved technical sheets, TQC and other documents required by the
contracting authority for the finalization of the project.
 Receives, verifies and approves the timesheets of the group leaders and then transmits
to accounting for payroll processing.
Others section
 Informs the President, CEO of any major event affecting or likely to
affect the completion of current projects (supply problem, accident,
serious breakdown, etc.).
 Presents a weekly report to the President, CEO on current projects
and their progress and a monthly report on the financial situation of each of
his projects.
 Actively participates in the various meetings for which his presence is required.
 Develops a relationship of trust and maintains a professional image of
the company with customers, suppliers and other employees in order to preserve
the business relationship.
 Maintains his work environment clean and orderly and participates in the maintenance common areas.
 Completes his/her timesheet daily with the tool applicable to his/her function so that
it is transmitted within the required time frame for payroll processing.
 Complies at all times with the company's policies and procedures applicable to his/her
function.
 Ensures that all documents produced or received in the exercise of his/her
functions are codified and classified in accordance with the established procedure.
 Maintains a positive and respectful work environment likely to attract, retain and
motivate the most qualified employees at all levels.
 Performs any other tasks required by his/her immediate superior in support of
the entire team in achieving results.

Experience:
 A minimum of 5 years of experience in project management in the field of the company's activities.
Skills:
 Excellent knowledge of the company's sector of activity.
 Excellent knowledge of the company's processes.
 In-depth knowledge of estimation and project management.
 Master the reading and understanding of plans and specifications in their sector.
 Ability to imagine the structure of an entire project to transpose it into an
estimate.
 Very good knowledge of the laws, standards and regulations in their sector.

 Able to deliver good quality intervention to group leaders who
ensure optimal operation of construction sites (mastery of their files).

 Own a vehicle, and able to travel as needed and holds a valid
driver’s license.
Education:
 University degree in civil engineering.
 A PMP (Project Management Professional) certification or Certification in Project and Site Management from the ACQ or any other combination of training and
relevant experience related to the position (an asset).
** Attend the various phases of construction on construction sites as an observer to
better understanding the work to be done and improving the production of its submissions is very
training for this function.

The incumbent will be evaluated more precisely on the following factors:
 Customer follow-ups on its submissions and during projects carried out within the prescribed deadlines.

 Existence of tools and a project management methodology implemented and efficient.
 The existence of a report for the general management on the progress of projects
and which covers all areas: stages, quality, deadline and profitability.

 Ability to respond accurately and quickly to questions from group leaders, of
customers and internal collaborators (mastery of his files).
 Demonstrates his ability and competence to find effective and optimal solutions
to the various problems encountered.
 Achieves an optimal level of satisfaction of group leaders in terms of support,
orientation and precision of information.
 Accuracy of his submissions in comparison with the real costs of the projects.
 Ability to enter data into the system tools without error. The information is
reliable.
 Quality of customer service - internal and external. Zero customer complaints about the business relationship.
