Payroll and Group Insurance Manager

WORK LOCATION: 1200 Chomedey Boulevard, 3rd floor, Laval.
Reporting to the Director of the Payroll and Benefits Service Center, you manage the team responsible for processing and producing payroll for all employees of the City of Laval, as well as the team dedicated to administering various group insurance contracts. In this capacity, you collaborate on strategic planning and defining the main directions of the service by establishing the orientations, objectives, and programs of your team. You recommend measures to optimize the performance of the various activities in your sector. Furthermore, you will need to closely monitor the progress of the project aimed at replacing the HR payroll and time management system of the City of Laval.
You are responsible for managing a team dedicated to various payroll and group insurance activities, including:
- the production of a weekly payroll;
- the payment of various benefits and perks;
- the validation and verification of payroll processing results;
- the production of tax statements;
- the remittance of source deductions;
- the employment statements;
- the administration of various group insurance contracts.
You will be responsible for preparing and developing your team for the reengineering of processes that will take place as part of the project to replace the HR payroll and time management system. You must ensure the development, maintenance, and adaptation of payroll processing procedures according to best practices, in compliance with the rules, laws, and management systems in this area.
As a member of the management team of the Service, you collaborate on its smooth operation and contribute to achieving its objectives. You assess and recommend the needs for human, material, and financial resources required for the proper conduct of the activities under your charge and manage the budgets allocated to you. You submit detailed reports and may be called upon to make presentations regarding the activities for which you are responsible.
- Hold a bachelor's degree in a relevant field (business administration, human resources, industrial relations, or other relevant training);
- Be a member of the Canadian Payroll Association (CPA);
- Be a member of the CPA Order (asset);
- Have a minimum of ten (10) years of relevant experience in the role, including at least five (5) years of management experience;
- Have experience in full management of payroll and benefits, audits, and the production of tax slips;
- In-depth knowledge of laws and obligations in the field of payroll and benefits;
- Significant experience with payroll management information systems;
- Advanced Excel proficiency, knowledge of labor laws, and tax laws related to payroll and group insurance.
