In a context where the role of property assessment is a crucial lever to ensure a fair contribution from citizens and support the City’s decisions, Laval is looking for an experienced strategic leader capable of steering a vital service at the heart of its financial, legal, and organizational decisions.

The challenges that await you

Reporting to the Deputy General Manager – Corporate Partnerships, you will provide strategic leadership for a highly specialized service responsible for the preparation, updating, and defense of the City’s property assessment role.

 

As a signing assessor, you will play a unique role with significant legal and financial implications, while acting as an independent public officer in the application of the Municipal Taxation Act.

 

You will lead a service whose decisions have major direct impacts on municipal revenues, public trust, and regulatory compliance. You will play a central role in the fairness and accuracy of the municipal tax base, financial and legal risk management, the quality and performance of the assessment role, the evolution of property assessment practices, and the City’s influence in legislative and jurisprudential matters.

 

In this context, your main challenges will consist of:

 

  • Ensuring the quality, integrity, and evolution of the assessment role, in compliance with deadlines and standards;
  • Leading high-impact financial and strategic dispute cases;
  • Advising senior management, elected officials, and internal partners on issues related to property assessment;
  • Monitoring the evolution of the real estate market and integrating its impacts into the service’s strategic directions;
  • Exercising proactive oversight and influencing the evolution of practices and the regulatory framework;
  • Contributing to the evolution of guidelines and practices regarding property assessment at the organizational and, if necessary, provincial level;
  • Mobilizing and leading teams of experts in a demanding and transforming context;
  • Optimizing processes, systems, and data usage with a performance perspective;
  • Ensuring close collaboration with key services to support an integrated and coherent approach.
The ideal profile for us
  • Hold a bachelor's degree in a relevant field (administration, urban and real estate management, or other relevant training);
  • Be a member in good standing of the Ordre des évaluateurs agréés du Québec;
  • Have a minimum of ten (10) years of relevant experience in the role, including significant management experience;
  • Have relevant experience in high-impact financial and decision-making contexts;
  • Have experience in managing disputes, legal issues, or large-scale strategic files;
  • Demonstrate an excellent understanding of the legislative and regulatory framework applicable to property assessment.
