Description

Reporting to the City Manager, the Assistant City Manager, Finance and Corporate Services coordinates and controls all the City’s accounting and financial activities, under recognized accounting principles, current policies, and government legislation.

As an expert, the incumbent plays a leading advisory role to the general management, the municipal council, and all municipal departments concerning municipal taxation issues and the optimal management of financial resources.

The Assistant City Manager, Finance and Corporate Services will also be responsible for the City’s corporate services (human resources, IT, registry and archives, procurement).

 

Main Responsibilities

Finances

  • Plan, organize, direct, and control all activities inherent in the preparation of the City’s budgets and financial statements. Prepare financing plans, long-term debt planning, and cost and financial profitability studies under public-sector accounting standards;
  • Develop the vision and strategy for the financial plan and the management of all liquid assets to control debt and ensure the city’s financial health, under the orientations of the municipal council;
  • Coordinate the management and monitoring of the City’s capital projects, while rigorously maintaining debt levels;
  • Manage financial operations rigorously and in a structured manner as required, while encouraging teamwork. Define and apply appropriate internal control methods and procedures;
  • Prepare reports, studies, and analyses required for various financial files;
  • Oversee the preparation of property assessment rolls for taxation purposes and ensure the issuance of annual and supplementary tax rolls, their collection, and the deposit of all City monies;
  • Supervise the audit file;
  • Manage staff under its authority under current policies, guidelines, procedures, and work agreements;
  • Oversee payroll production, verify all weekly remuneration paid, authorize bank transfers for payroll deposit, and produce or authorize reports and statements required by government authorities; produce all documents required by the Commission de la santé et sécurité au travail in connection with annual contributions;
  • Oversee work related to the City’s computer systems;
  • Offer quality service to, and maintain good relations with, partners (citizens, customers, colleagues, suppliers, organizations, etc.);
  • Act as treasurer of municipal elections, verify candidates’ election expenses, and produce any report required by the Chief Electoral Officer under the Act respecting elections and referendums in municipalities;
  • Ensure the development of policies and procedures inherent to the municipality’s financial and fiscal management and internal control;
  • Ensure that overall tax rate calculations are carried out in compliance with the Cities and Towns Act and existing regulations;
  • Follow up on grant applications, their funding, collection and reporting;
  • See to the application of the budgetary control by-law and compliance with the laws and regulations in force in financial matters and municipal taxation;
  • Coordinate the Finance Committee;
  • Assume any other mandate entrusted to it by General Management.

Supply

  • See to the application of the purchasing policy, as well as the municipality’s contract management policy;
  • Plan, organize, direct, and control the application of procurement files in collaboration with other departments;
  • Plan and coordinate capital expenditure projects in collaboration with the various departments;
  • Supervise the preparation, analysis, and drafting of calls for tender, in collaboration with the departments;
  • Manage bid openings, analyze bids received, and ensure administrative compliance.

Corporate Services

  • Support and supervise the various departments under his/her supervision, in collaboration with the City Manager;
  • Demonstrate operations management skills throughout the life cycle of operations and projects;

 

Required Qualifications

Education

  • University degree in accounting;
  • Hold an accounting designation and be a member of the Ordre des CPA du Québec. (Asset)

Any other combination of relevant training and experience will be considered.

Nb. Please note that we are also open to a profile that is towards the end of its career and would have a minimum of 5 – 7 years to give, to ensure the succession.

Professional Experience

  • A minimum of 5 years of experience in a similar position;
  • Experience in team management;
  • Experience in procurement (asset);

Skills

  • Excellent knowledge of the laws, regulations, and directives governing municipalities, as well as knowledge of the municipal world and government services;
  • Master the specific rules governing municipal accounting and public sector accounting standards;
  • Excellent written and spoken French.

This is a management position with a standard, but variable, work schedule, based on a 4-and-a-half-day week, with the possibility of hybrid working ( on-site and teleworking).

The salary range is $115,861 to $129,456 (class 13*, salary 2024).
