Personnel Officer
SUMMARY OF THE POSITION
Person, who designs, analyses, assesses and applies professional techniques in the field of human resources, with a view to ensuring optimal performance.
SPECIFIC FUNCTIONS
- Receive, review, and handle reports related to potential incidents of incivility, discrimination, harassment, or workplace violence.
- Conduct workplace investigations, including meeting with complainants, respondents, and witnesses, and reviewing all relevant documentation.
- Prepare investigation reports and provide clear recommendations.
- Support and advise managers on cases involving incivility, conflict, harassment, and overall workplace
- Act as an HR partner for a group of managers and provide guidance on organizational change initiatives.
- Assist in managing challenging employee situations.
- Develop, analyze, and evaluate HR practices that support effective personnel management within the organization.
- Promote healthy lifestyle habits and contribute to the implementation of related action plans, including employee engagement initiatives.
- Promote psychological health in the workplace and ensure compliance with requirements related to psychosocial risk prevention.
- Create awareness tools and deliver training on civility, harassment prevention, and workplace violence prevention.
- Participate in reviewing and drafting policies and procedures related to the department.
REQUIREMENTS
Education:
- Bachelor’s degree in Business Administration, Industrial Relations, Law, or another relevant university discipline;
- Being a member of the Ordre des conseillers en ressources humaines agréés (CRHA/CRIA) or of a Canadian Bar is considered an asset.
Experience:
- Minimum of two (2) years of experience conducting workplace investigations.
Knowledge and Abilities:
- Strong knowledge of legislation, regulations, the health and social services network, ministry programs, and current MSSS trends.
- Excellent interpersonal communication, leadership, and teamwork skills.
- Strong written communication and presentation abilities.
- Knowledge of models, trends, and issues related to First Nations health and social services is an asset.
- Knowledge of Cree culture, language, and social and health issues in Eeyou Istchee is an asset.
- Strong critical thinking, synthesis, planning, and decision‑making skills.
- Proficiency with Word, Excel, and PowerPoint.
LANGUAGE
- Fluent in English and French;
- Fluency in Cree is an asset.
OTHER
- Willing to travel on a regular basis.
